Publication of the 2023 Activity Report
The Association has continued to be the voice of Web 3 players, working tirelessly to position France and Europe as major territories for innovation in the digital industry.
In 2023, the Association’s work focused on several key objectives:
Analysing and promoting the growing adoption of crypto-assets in France and Europe, as evidenced by the study conducted in partnership with KPMG and Ipsos
Actively participate in the development of the European regulatory framework for crypto-asset markets, including contributions to consultations on MiCA and TFR.
Influencing political and regulatory debates at national level, particularly on crucial topics such as the Influencers Act and the DDADUE bill.
Promote innovation in emerging areas such as decentralised finance (DeFi) and the tokenisation of real assets.
The Association, structured around its committees and working groups, has been able to mobilise the expertise of its members to tackle all the issues associated with Web3. In 2023, Adan grew to 205 members and strengthened its internal team. This growth reflects the Association’s ambition to consolidate its role as a privileged interlocutor with political and institutional circles, both in France and in Europe.
Fintech 3.0 by Adan (French Fintech Week) sold out

New chairman of the Legal Committee
We are delighted to announce that Victor Charpiat, a lawyer with the law firm Kramer Levin Naftalis & Frankel, has been elected Chairman of the Legal Committee for a two-year term. We congratulate him once again, and are convinced that he will guide the Committee with discernment and commitment.

Adan back in action: Strategy meeting and members’ afterwork session
On Thursday 19 September, Adan held its back-to-school meeting, a key moment for bringing together the members of our Association. The aim of this annual event is to define our strategic roadmap and priorities for the period 2024-2025.
We would like to extend our warmest thanks to all the members present for their commitment and valuable contributions.
The meeting was also an opportunity to discuss crucial issues for our industry, such as future regulatory challenges and development opportunities. Thanks to your involvement, we are confident in our ability to meet these challenges together.
Leaders and Board of Directors Cocktail
On Tuesday 8 September, Adan welcomed its Board of Directors and Leaders’ Circle for its first strategy meeting of the 2024 academic year.
Many thanks to the members present for their involvement and their valuable contributions to defining Adan’s new roadmap.

7th Financial Technology Conference
As it does every year, Aromates Rencontres et Débats, in association with Finance Innovation, the Fondation Concorde and France Fintech, is organising the Assises des Technologies Financières. The 7th edition of this major event will be held on 21 November at the Maison de la Chimie in Paris.
The central theme of this year’s conference will be ‘Neo-capital and neo-capitalism: financial infrastructures and services in a time of disruption’. Discussions will focus on the current challenges facing the financial sector, particularly in terms of upgrading and securing IT infrastructures.
The President of Adan, Faustine Fleuret, will be taking part in the ‘Payments Tomorrow’ conference organised by The Payments Association EU on 10 October in Paris.
This event represents an excellent opportunity for our association to share its expertise and contribute to the discussions on the evolution of the payments landscape in Europe.

2024 Report on the Taxation and Accounting of Crypto-Assets
This month, Adan (re)shares with you its report on the taxation and accounting of crypto-assets published on 18 July.
While more than one in ten French people hold cryptos, and despite the introduction from 2019 of an innovative tax regime for crypto-assets, practices and uses have diversified considerably, leading to new challenges for taxpayers and businesses. A survey conducted by KPMG and Ipsos for Adan shows that 34% of French people consider the tax system unsuitable for crypto-assets, highlighting the need to adapt the tax framework. It is against this backdrop that this report looks at the current issues and proposes practical solutions to strengthen the legal security of players in the sector.
Adan would like to thank all the contributors, in particular Cédric Pavao (Parphélie Avocats), Rapporteur of the Tax-Accounting WG, whose commitment and expertise played a decisive role in the drafting of this report.

Circle Breakfast
Adan and Circle recently organised a round table discussion on ‘MiCA and the crypto-asset market in the EU – opportunities, challenges and expectations in the run-up to 2025’. The event brought together Jeremy Allaire, CEO of Circle, Faustine Fleuret, President of Adan, and David Sabban, Deputy Head of Office – Banking Services and Means of Payment at DG Treasury.
This event provided an opportunity for enriching exchanges between public decision-makers and Web3 companies. Adan would like to thank all the participants and in particular Circle for its contribution to these discussions.
Patrimonia
For the 3rd year running, Adan was a partner of the Patrimonia trade fair, the largest gathering in France of professionals from the world of wealth management advice.
Once again President of the Patrimonia Awards Jury, Faustine Fleuret – President of Adan – also took part in the round-table discussion ‘CGP: how to incorporate MiCA regulations into advice to your clients on investing in crypto’, alongside Pierre-Yves D., Souleymane-Jean GALADIMA and Enzo Hallot.
This is a crucial update just a few months before the European regulations come into force, which will affect both new NSPs and traditional trusted third parties wishing to meet their clients’ demand to acquire crypto and diversify their savings.
The state of the Web3 crypto market in September 2024
Faustine Fleuret, President of ADAN, discusses the state of Web 3 and the adoption of crypto assets in France, stressing the importance of education while highlighting the need for government support if this innovation is not to be missed.
Observatory of digital transitions dedicated to on-chain finance
Adan was present at the launch of De Gaulle Fleurance’s new Observatoire des transitions numériques devoted to on-chain finance, alongside the Association Nationale des Juristes de Banque (ANJB) and HEC Paris.
Faustine Fleuret took part in a round-table discussion on the prospects associated with the growth of PSANs, DeFi and financial tokenisation, with Anne Maréchal and Sylvie Perrin.
